HHO carbon cleaner system

Hi to all
I am looking to make a carbon cleaning system similar to the Reliant unit as featured from water4gas and looking for some help. Does anyone know any information as wether its based on a dry cell or wet cell, how many amps etc ?
I have made several dry cell units for cars in the pass and basically know all the materials needed but hopefully someone can guide me as this would be a big project.
