using the tps to regulate a pwm

As i am only new to this forum and to the hho industry i have a lot of questions. If you were to regulate the amount of gas produced at low throttle openings would it be easier to set up the EFIE ?. So if you increased the the pmw as the engine rpm increased and the gas output at the same time would this be benificial ?
