why neutral plates?

just building a 11 plate generator and wondered why the plates between the pos and neg electrodes are not wired in?
also why most designs seem to leave the top edge of the plates not covered .... why not flood the system completley and let the gas production push out the excess water causing it to cycle rount the system possibly through a cooler?
