Why isnt my HHO Generator working

could someone point out to me where i couldve gone wrong. i have put in ss plates 6"x6" with 0.5" holes for the water on the top and bottom of the plate. 1/16" gaskets. plate config is +NNNN-. i've closed it and held it together with 3/4" bakelite plates. added in the electrolyte into water and put it into the electrolyser and connected it to the car battery. nothing happens. connected a hho unit i bought with the same electrolyte etc and it works. i checked the voltage between the plates and its about 2.8v. i added another neutral and the voltage between plates came down to 2.4. no gas being produced at all. is there something obvious that im missing??? pl help

figured it out - water wasnt filling into every compartment
